Late last year, the CEO, Andrew Constance and Mayor White proposed changes to the existing CCB model via a Council Motion in December 2025; these changes were to be implemented by 1st July 2026.
In January and February of 2026, we, the BPKTCA, engaged with a combined working Group of 23 existing CCBs, attended Council-held ward-based meetings, and kept our three villages informed of the process, including an update given at our General Meeting on 22nd February 2026. See details below.
From all this consultation, there is now a “draft ” new model, being the Accredited Community Forum (ACF) Model, which BPKTCA supports in principle.
There are some important changes that the combined CCB’s and our BPKTCA Executive consider are required to improve this model, being
1. Support the ACF model in principle, Council’s current version requires refinement to better reflect its purpose as a genuine engagement mechanism rather than a compliance framework.
2. Mandatory, but modest, Grant Funding for ACFs, not just the possibility of funding, to enable the community association to insure itself and to continue to provide services to the three villages.
3. Acknowledgement that only one ACF represents each geographic area for the villages of Bawley, Kioloa & Termeil area. Allowing multiple ACF’s per area risks fragmenting representation: a single forum per geographical area is preferable.
4. A common code of conduct is agreed by all ACFs and SCC.
